The topic of urban planning seems to me to be one of the most important in people's lives and has always interested me. There are different ways to solve it in cinema, and I am not at all sure that the way of interpretation that is convenient for me is exhaustive and the best. For sure, much of what constantly accompanies thinking about the state of affairs in architecture, it will not be possible to say — the sphere is too vast.
The scenario of "City Planners" was formed in a rather peculiar way, I would say, according to a fan of various ideas. To connect them, it was necessary to make an effort, to find the dominant branch that could weave everything together... First, the first version of the plot was born, which later became only one of the storylines. It was about the fact that nowadays cities are built with the indispensable participation of the city authorities, not to mention the complex superstructure of various institutions that are somehow subject to construction. And I began to think what the relations of these people should be, how the secretary of the city party committee, the chairman of the city executive committee with all its construction organizations and the city planner — architect himself should get closer. How equally they should understand the social requirements of life and the aesthetic laws of time, how carefully they should treat the future, the life of the next generations... In short, a lot of difficult questions.
How did the script change during the work?
— He didn't change, he was growing all the time. Not in the sense that I was becoming more and more beautiful and flawless — I have not been amused by such illusions for a long time. There are still a lot of gaps, but they are being filled all the time...

We came to the institute dealing with the problems of construction in the Arctic, we wanted to see the project of the house-complex. But the main, now, in my opinion, the winning line is the construction of permanent settlements. Cities. So that people don't feel like eternal wanderers. This is the only way to overcome the craving for settled areas of the country, the only way to further develop the richest areas of the Far North. The whole plot is built around such a decision. The main character of our film, architect Kalmykov, seeks to build a house-complex precisely with the expectation of a permanent life of people in the North in conditions of modern comfort.
The construction of such a house is not an easy matter. There are a lot of problems of a very different nature: technical, economic, social, psychological.
